Project Overview

Virginia Natural Gas (VNG) had purchased a nine-acre wooded site off Route 106 in New Kent County, Virginia with plans to construct an office and warehouse complex. Thanks to a strong past relationship with Commonwealth Facility Solutions (CFS), Commonwealth Development Strategies (CDS) was contacted by Southern Company, the parent of VNG about the possibility of CDS managing the design and construction of this new project.


CFS and CDS worked together to develop a Project Management Proposal (PMP) to submit to Southern Company based on early discussions regarding the client’s needs. The PMP outlines the scope of services for both the Pre-Construction phase and Construction Phase, along with the fee for services charged by CDS. Upon the award of the contract, CDS assembled a design team consisting of Silvercore for site civil engineering and Price Simpson Harvey for architecture. with design guidelines and a needs assessment provided by Southern company, the team put together a conceptual design of the structures and the site. From there, CDS developed an initial project budget of $6,000,000. With Owner approval of the budget and the preliminary design, the project team developed all documents needed to take the project to the market for bidding. CDS reviewed and analyzed each bid response and presented recommendations to Southern Company on a preferred contractor Dominion Construction Partners was selected as the general contractor for the project and construction began in October 2019 and was completed in July of 2020.


CDS coordinated and managed all aspects of the design process, project bidding, schedule updates, budget monitoring, and construction quality control to ensure the successful completion of the warehouse building and the office building. As the project manager, CDS handled the entire process tor an out-of-town client, allowing the client to focus on their business.
